Who We Are
NSW Land Registry Services is a private company that operates the land titles registry on behalf of the NSW Government under a 35-year concession that took effect on 1 July 2017.
We operate under the business name NSW Land Registry Services.
Since the concession took effect, NSW Land Registry Services has improved service outcomes for customers, invested to enhance the security of the register and enabled digital innovation in the conveyancing and surveying sectors.
Our Acknowledgement of Country
NSW Land Registry Services (NSW LRS) acknowledges the original custodians of the lands and waters that we work on and with - across the many and diverse nations of NSW.
We acknowledge the lands of the Gadigal people, of the Eora Nation, on which our head office is located. We pay our respects to elders, past and present and extend our respect to any First Nations people here with us today.
As the custodians of NSW land information, we thank those that have cared for country and who continue to care for country; We recognise that we must learn more about our shared history, so we may grow together and enrich our understanding; and we look to the future to contribute to the reconciliation envisaged in the Uluru Statement from the Heart.
The above artwork was commissioned as part of our inaugural Reconciliation Action Plan (RAP) – beginning our journey of national reconciliation through reflection and connection with First Nations people, cultures and voices.
This palette represents the Land, Seas and Skies. The various elements throughout this artwork represent the complexity of who we are as people and how we come together to work towards a common goal within an organisation and share a common purpose.
It recognises that we are all interconnected, the same way in which the land and sea are intertwined. The recurring message throughout this artwork is that we are stronger together.

Reconciliation and our RAP
As the trusted holders of land and titling information in NSW, it’s only right that we should have a Reconciliation Action Plan (RAP). We believe we are uniquely positioned to highlight the connection First Nations people have with land, water and country.
Right now, we’re progressing in our reconciliation journey, having committed to our first RAP in 2022, and we’re building our awareness, respect and recognition of First Nations cultures.

We are committed to reducing our environmental impacts, both in our operations and in our supply chains. We have set ourselves ambitious targets for climate action, through the reduction of our greenhouse gas emissions, striving towards Net Zero well ahead of the Paris Agreement’s 2050 target.

Environmental, Social & Governance (ESG) commitments
We believe that our success as a business is directly linked to our ability to operate sustainably, create social impact, and maintain strong governance practices.
Our guiding principles and ESG Program seek to ensure that we are doing the right thing - acting responsibly toward our customers, stakeholders, employees, investors, the environment and the community.
The ESG principles that guide us are:

Our Sustainability Linked Loan (SLL)
In 2021, we made our commitment to ESG clear by drawing part of our funding through a sustainability linked loan. The terms of this loan require us to achieve ambitious and meaningful targets – like reducing our greenhouse gas emissions and striving toward net-zero, improving gender diversity amongst our senior managers and working towards national reconciliation through the implementation of Reconciliation Action Plans.

Global Real Estate Sustainability Benchmark (GRESB)
NSW LRS strives to create positive impact through our commitments to ESG – including commitments to diversity and inclusion, national reconciliation, sustainability and social partnerships. We believe that by working together with our employees, partners, customers and community members, we can achieve meaningful and lasting change.
To track our progress, NSW LRS is committed to annually benchmarking its ESG performance utilising the globally recognised ESG benchmarking framework known as GRESB. This assessment evaluates annual performance within our industry peer group and amongst participating assets globally. Brett Newman
Chief Executive Officer
BEc LLB, LLM, MBA, PSM
Brett has extensive real estate and financial services industry experience. He has developed and delivered strategic outcomes across both the private and Government sectors including in previous roles as the CEO for the City of Parramatta and Property NSW. He has previously served as a board member of the Property Council of Australia and as a Trustee of the Committee for Economic Development Australia (CEDA).
Brett has an MBA (Distinction) from the London Business School and a Masters of Law and Bachelor of Economics & Laws from Sydney University. In 2017 he received the Australian Public Service Medal.
Yvonne Martins
Chief Financial Officer
BCom, MTax, CA, GAICD
Yvonne oversees the finance function including finance operations and procurement. Yvonne is a finance and tax expert with more than 25 years’ experience across professional services, infrastructure businesses, technology and healthcare sectors within the private sector. Yvonne has completed a Bachelor of Commerce from University of NSW and a Masters of Tax from the University of Sydney. She is a Chartered Accountant and has completed the Australian Company Directors course.
Nicole Graham
General Manager, Corporate Services and Company Secretary
BCom LLB (Hons I), EMBA, AGIA, ACIS
Nicole oversees our legal, company secretariat, corporate affairs, marketing and strategy execution teams. Nicole has more than 15 years’ corporate law experience gained at a top tier firm and client secondments in Australia and the USA. Nicole has also completed the Sydney University Global Executive MBA studying throughout the world at IIMB Bangalore, Cambridge, Tel Aviv University, UCLA and Stanford.
Bernadette Cavanagh
Chief People Officer
BEd, MEd, GC Org Change
Bernadette oversees the performance and development of our people and culture. She has more than 30 years’ experience across a number of industries including education, forestry, infrastructure, engineering and local government and has worked across Australia, New Zealand and Asia.
Holding post graduate qualifications from UTS and CSU, Bernadette has a keen interest in change management, leadership and talent and in 2023 Bernadette was awarded the Australian HR Director of The Year Award at the HRD Australian HR Awards.
Jessica Burden
General Manager, Plans & Dealings Services
Jessica overseas the operational performance of our core land registry services including plans, dealings and customer services. Jessica has 17 years’ experience in land registry services having held numerous technical operations roles across plans and dealings services before leading the successful transformation of our in-person customer and registration services, relocating NSW LRS Lodgment Office from its original Queens Square location.
Jessica is currently completing her MBA at University of Technology, Sydney.
Eamon Mooney
General Manager, Customer Growth
MEcon, BBA LLB
Eamon has extensive experience in land registry services having joined our organisation in 2004. After leading the successful transformation of our dealings and plans operations for the past 5 years, Eamon has moved across to lead our Customer Growth which focuses on the product development and delivery of registry services and data solutions. Eamon has a Masters of Economics and Bachelor of Business Administration & Laws from Macquarie University and has completed the Advanced Management Programme at INSEAD.
Naren Gangavarapu
Chief Information Officer

Naren is an accomplished digital transformation executive with expertise in customer experience, information technology, strategy, and implementation. He has held leadership roles in high-profile companies, earning recognition as one of the top 5 innovative and influential CIOs in Australia in 2022 and as the top technology leader in local government in 2024. Passionate about driving change, Naren focuses on strengthening an organisation’s digital mindset, cyber resilience, and innovative culture. Naren holds a Bachelor of Science, a Master of Computing (Distinction) and has also completed the AI Leadership program at MIT Sloan School of Management.

Australian Registry Investments is a consortium of leading institutional investors and superannuation funds: Aware Super, The Infrastructure Fund and UTA Registry Investments Trust. All consortium members are represented on our Board of Directors.
Regulation – the Office of the Registrar General
The Office of the Registrar General manages the concession to ensure integrity, security, performance and availability of the NSW land titles system through a range of oversights, rules and directions, quality assurance and strong engagement with stakeholders.
