Introduction
In New South Wales when a new parcel of land is created or an existing parcel of land is used for a specific purpose (such as the granting of a lease or easement), a plan is prepared, lodged and registered with NSW LRS. The registered plan defines land boundaries on the day of registration and creates the legal identity of the land or affecting interest. The majority of plans lodged with NSW LRS, including strata plans, must be prepared by a registered surveyor. Lodging Plans
NSW LRS Connect is an electronic plan lodgment and validation system developed by NSW LRS. For registered surveyors, it provides a fast, secure, and efficient way of submitting and managing lodged plans. More surveyors than ever are lodging plans electronically for their clients.
NSW LRS Connect allows users to
- Create workspaces that can be contributed to by key stakeholders
- User NSW LRS's Preliminary Examination service
- Lodge plans from anywhere at any time
- Relodge plans and associated documents to satisfy requisitions
- Eliminate the risk of lost or unauthorised changes to plans
- Finalise quality checks prior to lodgment
- Track a plan’s progress following lodgment
- Search a plan’s lodgment history
- View invoices and make payments related to plan lodgments

Digital Plans
Digital plans are a digital representation of a traditional Survey, Compiled or Strata Plan which contains intelligent data that can be validated, transferred, and utilised by multiple parties. For more information, please see the latest on Digital Plans
NSW LRS currently accepts plans for registration and provides access to registered plans in the LandXML format, the ICSM ratified national standard. For more information on how to get Started with, or utilise these files, please see the latest on LandXML.
NSW LRS is a part of the Steering Committee for the industry led Digital Survey Plans reform, and shares updates from this reform with stakeholders as it progresses.
Plan Registration
When creating a new parcel of land or making changes to a specific parcel of land for a specific purpose, a plan is registered with NSW LRS. The process of registering a plan with NSW LRS involves the following stages:
- Plan preparation
- Lodgment
- Examination
- Registration

Preliminary Examination Service
The Preliminary Examination service provides an initial examination and assessment of deposited, strata or community plans against lodgment and registration requirements before plans are formally lodged with NSW LRS. This can reduce the likelihood of legal or survey requisitions during the lodgment process, resulting in smoother plan examination and registration for all parties involved in the property development, including homeowners, developers, surveyors, solicitors, and conveyancers.
Benefits
The benefits of the Preliminary Examination service include:
- Advance written notice of any issues with survey or title that will require amendment or revision before the plan can be registered.
- An opportunity to address errors and issues before the plan is formally lodged, reducing the chance of delays in its examination and registration.
- Reducing the likelihood of requests for further legal or surveying information after the plan is lodged.
- Determining whether the plan is ready for lodgment concurrently with (rather than after) obtaining input and approval from local council, consent authorities, and other parties. This is particularly useful for complex plans.
- A NSW LRS representative will assist with understanding any issues or errors identified by the Preliminary Examination and how they can be addressed.

NSW LRS Connect
As part of the Digital Survey Plan Delivery Plan NSW LRS will be migrating all ePlan Portal services to NSW LRS Connect. The Digital Survey Plan is focused on delivering key initiatives for the transition from ‘paper’ to digital survey plans in NSW. The transition from ePlan to NSW LRS Connect will make lodging with NSW LRS easier.
NSW LRS Connect launched in May 2021 and in its first release allows Surveyors to prepare digital forms for Deposited Plan Administration Sheets, Strata Plan Administration Sheets and s.88B Instruments in a workspace. As of 31 July 2023, additional digital forms were made available, Community and Crown Road Enclosure.
These digital forms perform validation on data entered reducing administrative errors and requisitions. Digital forms are rendered for users ready for execution by all parties before lodgment in the ePlan Portal.
To comply for access for NSW LRS Connect you must be either
- A registered Surveyor in NSW
- An authorised user of ePlan
- A contributor to a plan (legal professional, developer)
