Components of the plan

All plans include administration sheets, plan drawing sheets and a management statement. A development contract must be lodged with a neighbourhood plan and is optional for community and precinct plans. A section 88B instrument is optional for all plans.

Administration sheets

Administration sheets must be prepared on Plan form 6 2017 (PDF 121.6 KB) and Plan form 6D 2016 (PDF 1148 KB). As the name indicates these sheets contain administrative information concerning the plan. These sheets are numbered separately from the plan in the format Sheet 1 of (x) Sheets, Sheet 2 of (x) Sheets etc., where (x) is the number of sheets in the series.

Plan form 6

This form is the same as that used for conventional deposited plans. It will always be sheet 1 of the administration sheets and contains various panels showing the following information:

  • signatures, seals and statements of intention
  • Crown Lands/ Western Lands Office approval
  • subdivision certificate
  • deposited plan number
  • registration details and plan purpose
  • plan heading
  • LGA, Locality, Parish and County
  • surveyors certificate, as in Schedule 1 Surveying and Spatial Information Regulation 2012
  • plan used for the survey
  • surveyors reference.

Plan form 6D

This form will always be sheet 2 of the administration sheets. It contains various panels showing the following information:

  • sheet numbering
  • plan heading
  • deposited plan number
  • registration details
  • Subdivision certificate No.
  • name of development
  • address for service of notice
  • Valuers certificate
  • schedule of unit entitlements.

Plan Form 6A (Annexure Sheet)


This form may be used if there is insufficient space on the preceding sheet for signatures and or the schedule of unit entitlements. It should always follow sheet 2 and the sheet(s) numbered accordingly. It contains various panels showing the following information:

  • sheet numbering
  • plan heading
  • deposited plan number
  • registration details
  • subdivision certificate No.
  • details which do not fit on Plan Form 6D
  • surveyors reference.

Generally

All administration sheets will consist of at least two sheets. A maximum of three annexures, using Plan form 6A 2012 (PDF 109 KB), may be added. If further annexure sheets are required approval must be sought from the plan and title advisor.

The administration sheets are numbered separately from the plan drawing sheets.

Plan drawing sheets

The drawing sheets include:

  • location diagram which is prepared on Approved form 4 (PDF 55 KB)
  • detail plan which is prepared on Plan form 2 (PDF 37 KB)
  • Association property plan which is prepared on Plan Form 2

Location diagram

The purpose of the location diagram is to show the basic subdivisional pattern of the scheme without any dimensions and provide a schedule of changes to the scheme. This diagram and schedule may be added to in NSW LRS as further development occurs.

Detail plan

The purpose of the detail plan is to define, by survey, all of the lots in the scheme including lot 1 which is the association property.

Association property plan

The purpose of the association property plan is to provide a compiled plan showing the entirety of lot 1 on a single sheet.

Management statement

All schemes must have a management statement prepared in accordance with Approved forms 28, 29 or 30. The document contains various by-laws to facilitate the management of the scheme. The management statement may also include plans to create accessways and or statutory easements.

Accessway plans

The management statement may create accessways over all or part of the association property. They are defined on an accessway plan which forms part of the management statement.

Statutory easements

The management statement may create statutory easements over services within the scheme. The approximate position of these easements is defined in Service Works Plan which forms part of the management statement. This plan may also be referred to as a Prescribed Diagram or a Works as Executed Plan

Development contract

All neighbourhood schemes must have a development contract prepared in accordance with Approved form 27. A development contract is optional for community and precinct schemes. It is a document indicating the manner in which the scheme may be developed

Section 88B instrument

All plans may be accompanied by a section 88B instrument and the requirements are the same as a conventional deposited plan.

Service Status Update

Until December 2018, there will be planned outages for some NSW LRS systems while we undertake essential works. Where possible these works have been scheduled over weekends to minimise disruption to our customers.
