The changes align community schemes laws with strata schemes laws, simplifying the development process and providing more modern, flexible governance arrangements for developers, residents and commercial occupants of community lands.

NSW LRS will continue to accept dealings and plans dated before 1 December 2021 on the older forms. This means anything that has been signed or completed before 1 December 2021, but not lodged until after, will be accepted.
Anything that is not signed or dated before 1 December 2021 will need to comply with the requirements of the new Community legislation.
Key changes to Community Land laws will:
- provide more flexibility for schemes with some requirements for unanimous resolutions to now be special resolutions
- make it easier for schemes to deal with association property and add land to a scheme
- new process for development contracts, which brings the process in line with the process for strata schemes
- tiered schemes can be simplified
- schemes will now be able to apply to NSW LRS for a termination of some community schemes instead of going to court
- an association can also take the benefit of statutory easements
- introduces a new process of amalgamations
